From 2011 onward, OSEO launches with its Russian partner, FASIE, a permanent call for proposals for innovative projects likely to benefit from financing in both countries.
The objective of this call for proposals is to identify R&D and technological projects developped in partnership by entreprises of both countries. These projects may get financial support from OSEO in France and FASIE in Russia. All technological sectors are eligible.
This Call for Proposals is open permanently: French and Russian partner companies will be able to present together to OSEO and FASIE, at any moment, the innovative project they wish to work on together.
Proposals should be related to the development of new products or services – all technological sectors and services with an ICT content are welcome – which are innovative on a technological ground and fulfil an expressed market need.
The proposals should respect the following modalities:
- the project’s participants shall be, at minimum, one company from each country. Research centers, laboratories and universities can participate if they are not the main actors, in accordance with procedures and regulations in place in each of the two counries
- France: the consodilated staff number of eligible enterprises must be less than 2000 persons. Enterprises with more than 2000 staff members interested in a joint R&D project with a Russian entitity are requested to contact the persons in charge of the programme before submitting an Application Form
- Russia: eligible enterprises should respect the conditions of the programme as exposed by FASIE
- the proposal should demonstrate the added value generated by the cooperation between the two partners of both countries. The project must be balanced between the two partners, and the respective contributions must be clearly defined
- companies from other countries can participate in the project, but shall not be financed either by OSEO or FASIE
- legal agreement between partners:
- when submitting the Declaration of Intent form, the companies must present the conditions of their cooperation
- when filing the Financing Application, the companies will provide a preliminary agreement which will specify the conditions of the joint development of the project from the R&D phase up to the industrialisation and commercialisation phase (and specifying the Intellectual Property arrangement)
- a signed agreement shall be demanded before granting the financial aids
Interested companies must submit simultaneously a Declaration of intent to OSEO and FASIE. The French company shall e-mail its signed declaration of intent form to the persons in charge of the programme at OSEO, the Russian one sending its signed document to the persons in charge of the programme at FASIE (see http://fasie.ru/anonses/ERANET_rus_29122010.aspx).
